Ralph G. Carter (PhD, The Ohio State University) is professor and former chair of the political science department at Texas Christian University. His research interests focus on U.S. foreign, trade, and defense policies and on the domestic sources of such policy making. He is coauthor with James Scott and Cooper Drury of IR (2014), one of five coeditors of the 44 Foreign Policy Analysis essays in The International Studies Encyclopedia (2010), coauthor with James Scott of Choosing to Lead: Understanding Congressional Foreign Policy Entrepreneurs (2009), and coauthor with John Rourke and Mark Boyer of Making American Foreign Policy (1994, 1996).
