Charldean Newell received her Ph.D. from the University of Texas at Austin in 1968. In addition to Texas politics, her research interests include local government and human resources management. She is the co-author of TEXAS POLITICS, ESSENTIALS OF TEXAS POLITICS, THE EFFECTIVE LOCAL GOVERNMENT MANAGER, and CITY EXECUTIVES. She is the recipient of four national awards: honorary lifetime membership in the International City/County Management Association, the Staats Career Public Service Award from the National Association of Schools of Public Affairs and Administration, the Donald C.
