ROBERT W. CAMPBELL is Distinguished Professor of Economics at Indiana University. He is the author of The Socialist Economies in Transition: A Primer on Semi-Reformed Systems, as well as publications on energy policy, research and development, military affairs, and the telecommunications sector in the USSR.
