A paper shall not be returned to the Adjutant, Commandant, company commander, or other person by name. 400. When communications are sent to cadets directing attention to indorsement thereon, they shall be returned with the statement that the indorsements have been read and complied with. Remarks in indorsements on papers referred to cadets shall not 'embrace opinions nor recommendations unless specifically called for. MILITARY EXERCISES. (Practlcal.) 401. Practical military exercises for the instruction of cadets shall be held in camp and in barracks, when the weather is favorable, at such times outside of academic hours as may be directed by the Superintendent. Programs for these practical exercises, or recommendations concerning them, shall be submitted by the officers in immediate charge of the instruction in ample time before each drill period. Instruction by short lectures shall also be given in company, post, and staff administration. The rules of military police and discipline shall be taught and practiced throughout the year in the performance of all duties. 402. As the Superintendent may direct, instruction in practical military engineering shall be given the first class during the encampment; the first and second classes during one month of the spring drill season and one month of the fall drill season. During the encampment, practical instruction in field surveying will be given the third class. MISCELLANEOUS. 403.
