He was formerly a professor at Stevens Institute of Technology and George Mason University. He has a Ph.D. and an MS in engineering-economic systems from Stanford University. He has written numerous journal articles on decision-making, as well as two books: The Engineering Design of Systems and (with co-author) Decision Synthesis: The Principles and Practice of Decision Analysis.
