Public Bodies reports on the size, spend and membership of non-departmental public bodies (NDPBs, often referred to as "quangos"). Such bodies have a role in the processes of government, but are not government departments or part of one. They are designed to operate at arm's length from ministers. NDPB fall into four categories: executive NDPBs which carry out administrative, regulatory, executive or commercial functions; advisory NDPBS which give independent advice to government; tribunal NDPBs which have semi-judicial functions; and boards of visitors to penal establishments. As at 31 March 2000 there were 1,035 NDPBs in the UK, a 2% drop on the previous year, and 10% less than in 1997.…
