It is estimated that road traffic congestion results in costs to business of about £3 billion a year, as well as causing air pollution and frustrating peoples travel plans and daily lives. Tackling road congestion is a key objective of the Governments ten year plan for transport, through a combination of long-term measures intended to increase road capacity and improve road network management.
