Peter Dombrowski is professor and chair of the Strategic Research Department at the Naval War College in Rhode Island. He is the author of more than thirty journal articles, monographs, book chapters, and governmental reports in the fields of international relations, international political economy, and national security.Eugene Gholz is an assistant professor at the University of Texas in Austin.
