Charles W. Bailey, Jr. is the publisher of Digital Scholarship (http://digital-scholarship.org/). He was the founder of one of the first scholarly electronic journals published on the Internet, The Public-Access Computer Systems Review, which he edited from 1989 through 1996. In 2006, he established the Scholarly Electronic Publishing Bibliography, an electronic book, which he has subsequently updated over 75 times. In 2001, he began the Scholarly Electronic Publishing Weblog, and, in 2005, DigitalKoans, a Weblog that provides news and commentary on digital copyright, digital curation, digital repositories, open access, scholarly communication, and other digital information issues. From… 1976 to 2007, Bailey served as an information technology specialist in academic and medical libraries as well as a technical writer. He is the author of the Open Access Bibliography: Liberating Scholarly Literature with E-Prints and Open Access Journals and co-editor of Institutional Repositories, SPEC Kit 292. He has published papers in Collection Management, Information Technology and Libraries, The Journal of Electronic Publishing, ONLINE, Reference Services Review, Serials Review, and other journals. He holds master's degrees in information and library science and instructional media and technology. In 2003, he was named as one of Library Journal's "Movers & Shakers," and, in 1993, given the the first LITA/Library Hi Tech Award for Outstanding Achievement in Communicating to Educate Practitioners within the Library Field in Library and Information.
